Mr. Lennox O’Reilly Lewis is an infrastructure development specialist with 30 years of technical and managerial experience, in development projects in the Caribbean. Mr. Lewis currently serves as Director of the Projects Department at the Caribbean Development Bank (CDB), where he leads a multi-disciplinary team responsible for the preparation, appraisal and supervision of all CDB-financed projects, and programs in various sectors (including education, agriculture, transportation, water and sanitation, energy and private sector).
Mr. Lewis began his professional career in 1995 as Water Engineer at the Central Water and Sewerage Authority in St. Vincent and the Grenadines. In this role, he was responsible for water treatment and production, quality assurance, and disaster management planning. In 2001 he assumed the role of Solid Waste Manager, where he engaged with a wide variety of stakeholders to lead the reform of the solid waste management sector in St. Vincent and the Grenadines. This work included the construction and commissioning of two new sanitary landfills, the closure of several dumpsites, as well as the establishment of an effective and efficient national waste collection system. In 2004 Mr. Lewis joined CDB, where he has collaborated with Caribbean governments to effect the development and implementation of numerous projects in transport, disaster rehabilitation, energy, flood mitigation and water supply. He also spearheaded CDB’s knowledge leadership in the water sector, and contributed to the notable growth in the Bank’s water sector portfolio.
Mr. Lewis served as President of the Caribbean Water and Wastewater Association, where he worked with numerous development agencies to advocate for regional water sector advancements.
He holds a B.Eng. in Civil Engineering from the University of Manchester and an M.Sc. in Environmental Engineering from Cornell University.
